ImageMagick is available for Windows 10/11 for portable use in “.exe” format. You can directly download it from its official website.

Convert Image to PDF (Offline)

To convert your images into PDF, first, make sure to capture them in order. Example: image-1.jpg and image-2.jpg. If they are randomly named, the generated PDF will show them in that order.

To convert a group of images, open your terminal using the Ctrl+Alt+T shortcut key, command prompt for windows users, and write the below command in the same directory where you saved your images.

$ convert image-*.jpg notes.pdf

Above I have replaced the images number with “*” to select all the images in the series of numbers. Finally, a new pdf will be generated with the filename “notes.pdf” in the same directory.

ImageMagick security policy ‘PDF’ blocking conversion

convert: attempt to perform an operation not allowed by the security policy `PDF' @ error/constitute.c/IsCoderAuthorized/408.

To resolve the above issue, edit “/etc/ImageMagick-6/policy.xml” and add the below code just before </policymap>.
